Excel 2003 Graphs

When I add a picture to the plot area of a graph, via fill effects, pictures, the format options are greyed out and defaulted to stretch, which I do not want my picture being stretched. How do enable the format options to change them?

Doesn't matter if the chart is distorting the picture, since the picture is distorting the presentation in the chart. Tufte calls this kind of decoration "chart junk".

It is distorting the image.....can't figure out why I can't use the given format options.
