Mirroring data

I am trying to set up a spreadsheet where I have a worksheet called 'Data Entry Form', here I will enter data under certain headings and when I finish entering the data I want to move it to a new sheet to manipulate an invoice.

Under the headings there isn't always an amount of units though, which is where my problem arises. Can I interpret the data so only the headings with an entered amount of units will carry over?

I have tried a long if statement that was in a sequence but couldn't quite get it working?

Any help?

I have attached a sample spreadsheet to give you an image idea..

I want the table under 'Monthly Payroll Charges' to transfer to the invoice but anything without a unit not to be brought over?
